Overview
  • Cheadle+Marple college (CAMSFC) are investigating the sale of their Hibbert Lane campus. See CAMSFC Estates Committee minutes 17th June 2010, point 12..
  • In order to get an impression of prospective supermarket size, an aerial view of Tesco Glossop, Tesco Stockport Portwood and Hibbert Lane site can be seen here here
  • Councillor Sue Ingham (Chair of Marple Area Committee) confirmed on Monday 18th July that the college do intend to sell the site, that the land is designated for residential use only and that the councillors have requested a meeting with the college.  On 1st August 2011, the council released a copy of their briefing note on the matter, detailing their stance on the issue.
  • In July 2011, CAMSFC governor Stephen Downs, who is also a local resident, resigned his post of governor due to disagreement with college management concerning their plans for the supermarket.
  • Marple In Action representatives from this forum met with CAMSFC management (Christina Cassidy and Andrew Hubert) on Wednesday 27th July, key points:
    • Offers from two different supermarkets being considered by the college.
    • Contract to be signed in October, following College governors meeting.

I am a resident of Upper Hibbert Lane and a Democratic Services Officer at a Local Authority for which I advise Planning Committees.  If I can be of any assistance please let me know.  I have not contacted my colleagues in Stockport yet regarding this application but would have thought as any non -residential development this would be a deviation from the existing UDP/Core Strategy, as such this decision would not be made by the Area Committee but at the Councils Planning & Highways Regulatory Committee.  The Area Committee would be consulted but not the decision maker.  I note with interest no Marple Members are currently appointed to the Regulatory Committee. 
How do we join the Regulatory Committee as I am sure one of our supporters would volunteer to become a member, what is it , what does it do, and when's the next one and have we any volunteers  ??? I would go but I don't think I could retain all the information at my age  ;). All advise and information about this is most welcomed   Thank you !

Here is the official council policy towards the Hibbert Lane site passed onto me this evening by Cllr. Andrew Bispham. It is really a consolidation of what Paul Lawrence said during the Area Committee in the Park session:

Cheadle and Marple Sixth Form College Site at Marple

Briefing to Marple members: Paul Lawrence, Service Director, Place Development

We are aware that Cheadle and Marple Sixth Form College is looking to fund campus improvements, and one option is to sell its Hibbert Lane site.

We understand that the College has carried out some market testing to establish the potential value of the land.

This site is not specifically allocated for residential development, but it is within a predominantly residential area. The playing field areas are allocated as Local Open Space.

We have informed the College of the appropriate uses of the site. These include: residential, educational and community uses, and some leisure limited to existing levels of provision.  Current policy states that existing levels of open space should be maintained.  Local retail development (less than 200 sq. metres in area), may be acceptable, should the developer be able to demonstrate that there were no alternative and suitable sites within or closer to the centre.

We consider that in planning policy terms, larger scale retail development on this site, above 200 sq. metres, is not acceptable. Any retail schemes in Stockport, outside existing shopping areas, need to show that there are no possible alternative sites within or closer to the centre. In addition, an `impact assessment` would need to be carried out, to determine whether or not the development would affect the vitality and viability of existing centres.

There have been no direct discussions between the Council and retail developers about the site, nor have there been any discussions about existing or new leisure provision.

We understand that any covenant on the land would not prevent its future development.
