Currently the Neighbourhood Plan is out for consultation with the community. It has been produced by local people who care enough to put in the effort.

Marple Bridge, Mellor and High Lane are all working on their own plans too but they are not as advanced as Marple.

So if you have views on the Marple Plan then you should make constructive comments on it to the Neighbourhood Forum - that's why they have published it.

Ultimately, when they think it's ready, local people will be asked to vote for it to be adopted or not. As @andrewbowden says, it will require over 50% of the vote for Stockport Council to adopt it. Once adopted, the expectation is that it will be taken into account by Stockport Council's planners when they are considering local planning applications.
iIts allso on the marple civic website you can vote on there as well but only once .

Which idiots wrote that? And what standing does this "Neighbourhood Plan" actually have. It mentions that any development that removes the existing pool will be refused, but what authority do the authors have for that claim, ie, is this "Plan" actually legally binding, or is it a NIMBY busybodies charter like the Civic society is?

Actually it's a terrible option.

It's far from the town centre.
It's far away from most of Marple's population (although the people of Offerton would benefit)
It's £7m for the land alone. 
It's not easy to get to by bus.
It's on a road that's already pretty congested, especially at peak hours.
It's virtually next door (well 1 mile away) from Romiley pool.

Even if you could solve the other factors, there's no point in the council having two leisure facilities so close to each other.  It might make sense if you closed both Romiley and Marple and merged them on a single, bigger site.  But I think we can all agree that that would go down like a lead balloon.

It's a good size site, but ultimately would fail the criteria in the draft Marple plan ;)

"Marple  Swimming  Pool  is  a  difficult  issue.  While  it  is  ageing  and  does  not  provide  either  modern swimming or gym provision, is a valued facility and it is essential to retain a pool in Marple. Rebuilding outside Marple would not be acceptable. Any relocation must be in the immediate town centre area. Current public and private gym provision in Marple is low, and any rebuilding should consider the need for up to date gym facilities."

Suspect you could a fair few houses on that site if you were so inclined, but hopefully it will remain a garden centre.

Fascinating.  Turns out the entire chain is up for sale, flogged off piecemeal by its private equity owners.  To spend millions of pounds building a business only to flog it off one store at a time seems an interesting strategy.
