Not sure what substantially refurbishing means.  The council did put aside a pot of money for improvement works across the estate.  This is what the Life Leisure website says:

With agreed funds for 2017/18 of approx. £5m for the Life Leisure estate, we are working with Stockport Council to improve and upgrade some aged mechanical and electrical equipment at various Life Leisure sites with more modern and efficient equipment. This will help improve the customer experience as we will have greater control of the environment in facilities, e.g. temperatures in both swimming pools (where applicable) and the building generally. By installing more efficient equipment Life Leisure will also become more eco-friendly, reducing our carbon footprint, with our ultimate aim being to offer carbon neutral centres. These major works will present us with some operational difficulties along the way, which we will try to minimise, and we apologise for any inconvenience caused. We will provide more details as they become clearer.

Grand Central's getting (finally) new flumes and a new sauna suite.  Romiley's getting a new sauna too.  And Marple, well Marple got a new boiler at the end of last year...

Marple swimming baths has needed modernising for years. There has been no push for this by the local councillors- and the only time it is mentioned is when there is an election.😤
