Cyclists aren't allowed to use pavements unless it's specifically permitted, e.g. on Dan Bank. 

Dan Bank is no longer a pavement its a shared use facility. But generally speaking thats correct Dave.

A cyclist is entitled to use the whole road network other than those where they are specifically excluded eg Motorways and pavements where there is a shared use designation. Is there some problem with that?

if on a road that has a cycle lane , do cyclist have to use it or can they use the pavement,main road or any other floor space??
