are the councill working if we have a query or complaint .

The council have listed the changes to their services on this web page
https://www.stockport.gov.uk/topic/changes-to-services
So as long as it's not listed there, I'd expect them to up and running.

Just keep in mind they may not be fully staffed, or that staff may have been redeployed from their normal activities.
