I assume that you have evidence that children are "smoking drugs" and that you send for the police every time you see them? If you don't do anything when you see the offence in process then you can't complain about it.

And don't whine that "It'll make things worse and they'll target me".

Been there, done that and solved the problem, which was a great deal worse than this.

why would the council do the painting on private land?  Unless they own it...

I walked past the front gates today and didn't notice any graffiti. I assume it's been cleaned up pretty quickly?
Council came and painted over it with grey paint

have spoke to each of the 3 councillors and whilst they can ask questions to planning etc. they actually can't do anything really pro-active, it would be good to speak to the owner of the site and ask his intentions
In which case you'd probably be told to mind your own business!

I would suggest you start by phoning a local councillor or visiting the library around 10.30am to speak to whichever one is on duty. They hold a surgery every Saturday morning.
