Not only have these lights been there for a very long time (I'm sure that it's considerably more than a year) but the roadworks are very dangerous. The lights are regularly out of action and the plastic barriers diverting the footpath past them are often scattered across the highway. The debris is a major trip hazard in the dark to pedestrians.

The lights are out of action because they are left so long that it defaults to an emergency battery which sets both lights to red as a safety measure. The whole episode is quite disgraceful.

This stretch of road is the responsibility of East Cheshire Highways and it doesn't take a structural engineer to see that it is subsiding into the river - just look at the cracks in the carriageway and footpath. If there is also a brittle cast-iron gas pipe under there as well then that's just adding to the hazard.
